A friend of mine is a blogger who is currently creating a video course to sell. As an upgrade to his course, he wants to create a webinar. Any suggestions on a good and affordable webinar software?

I'm not sure if there's software for a webinar. If you're going to hold one, you can try using Zoom or Google meet. Zoom might be better because you don't need to download an extension to get these emoticons.

What's that other one that's older than Zoom?

You could also contact some school districts and ask how they do it for their remote learning classes.
