Exposure VS Brightness

Both of these are about lighting, but they target different areas when adjusted. I want to know which one to change when the colors in the picture have a darker shade. I usually follow my hunch or what looks best when editing. However, it should be better to know some technical advice.

Brightness targets the whole thing. I have a trick to remember that one - the letter "B" comes before the letter "E" in the alphabet, which is what I use to remember that "B"rightness lightens the whole photo, including the shaded areas. It sounds silly, but it works for me. So it really depends on what you're trying to do with your image.
