Bokeh / Depth Of Field

How would you best describe Bokeh? They both rely on out of focus imagery within the field of view, so it's hard to differentiate between the two descriptors.

Bokeh is an all-encompassing........blur that defines a picture, whereas Depth of Field is something you use to add more depth to a picture. Bokeh is a noun, a thing, and DOF is more like a verb than anything else. It's an action in a way.

It's just turning the background into a soft focus. It looks really nice if you have something else that you want to emphasize within your image.
