Big and small productions

Films targeting mass audience are easier to make than films targeting specific groups of audience. Do you agree? I personally find it to be true... well in a sense. I guess big productions here referring to the more entertaining, universal types of films while the smaller productions usually are more issue-specific (like some political films portraying certain historical events) and that the difficulties are lying in the manoeuvre of presentation styles, methods and the genres.

The big budget type films are more formulaic. Same type of story line and, to a degree, plot. That makes those easier than making a story from scratch.
